Answer True if the passage states the same idea, False if the passage states the opposite or something that cannot also be true, and Not Given if the passage does not say either way.

Reading passage: Borrowing instead of buying

A. In many cities, a quiet alternative to the hardware shop has appeared: the tool library. Members pay a small yearly fee and can borrow drills, ladders, sewing machines and garden equipment for a few days at a time. Most of these libraries are run by volunteers, and many began in spare rooms of community centres before moving to larger premises.

B. Supporters argue that the average household drill is used for only a few minutes over its whole life, so sharing one makes better use of the materials and energy that went into making it. Critics reply that the savings are smaller than they appear, because members must travel to collect and return each item.

C. The libraries report that their busiest months are in spring, when gardening begins. Demand falls sharply in winter, and some libraries close for several weeks in January. Volunteers say the most frequently borrowed item is not a power tool at all but a simple carpet cleaner.

D. Running costs remain the main difficulty. Fees rarely cover repairs, and several libraries now rely on grants from local councils. A few have started charging extra for heavy equipment, although members are often reluctant to pay.

What is the difference between False and Not Given in IELTS?

False means the passage says something that contradicts the statement. Not Given means the passage says nothing either way, so you cannot tell whether the statement is true.
